Empowering women is Access to Justice!

More than 80 Roma and travelers attended the 7th International Roma Women Conference, held in Helsinki, Finland with support of Council of Europe and Finish Government on March, 25-27 2019.  The Conference aimed take stock of the implementation of the Thematic Action Plan on the Inclusion of Roma and Travelers (2016-2019) and also to identify and propose priorities for future Council of Europe strategic policy documents.

There were a considerable number of International Roma Women Network (IRWN) Phenjalipe  members who attended the conference and provided presentations as concerning situation of Roma women in their respective countries, chaired the panels and working groups and provided recommendations as per topic concerned

International Roma Women Network (IRWN) Phenjalipe representatives thanked efforts taken by Council of Europe as regarding the implementation of the action plan for inclusion of Roma. Nevertheless, they noticed such efforts remain still insufficient and further actions are needed to meet its objectives.

IWRN – Phenjalipe  members organizations reported that Roma and Traveller women in the major countries of Europe are still facing high level of discrimination in accessing education, employment, housing, social and health services, justice system, and decision making.

It was also noted IRWN-Phenjalipe is not properly involved in the planning, design and implementation of the programs Council of Europe is implementing in framework of Action plan for the inclusion of Roma 2016 -2019, such as JUSTROM, ROMACT and ROMACTED, being limited so to contribute to their successful implementation and also to monitor efficiency of such projects.

Board Members of IRWN-Phenjalipe called on Member states of Council of Europe to take immediate measures to:

  1. New technologies, digitalization potential equalizers or threats to Roma and Travelers;
  1. Programs and evictions motivated by anti-Gypsyism and anti-Nomadism and their effects on Roma and Traveler women and communities;
  1. Preventing and combatting violence against Roma and Traveler women and domestic violence, and protecting their reproductive rights;
  1. Forced removal of Roma and Traveler children from their parents;
  1. Possibilities for Roma women networks of partnership or co-operation with CoE-EU joint programs ROMACT and ROMACTED;
  1. The role of national equality bodies and EQUINET in relation to monitoring and enforcing women’s equal access to justice and rights;
  1. Council of Europe Gender Equality Strategy 2018-2023 in relation to its strategic objective 3: Ensure the equal access of women to justice;
  1. IRWN-Phenjalipe strategy document “Making early marriage in Roma communities a global concern”

INTERNACIONALNA ŽENSKA ROMSKA MREŽA

Više od 80 Roma i putnika prisustvovalo je 7. Međunarodnoj konferenciji Romkinja, održanoj u Helsinkiju, Finska uz potporu Vijeća Europe i finske vlade, od 25. do 27. ožujka 2019. Konferencija je imala za cilj razmotriti provedbu Tematskog akcijskog plana o Uključivanje Roma i Putnika (2016.-2019.) te identificiranje i predlaganje prioriteta za buduće strateške dokumente Vijeća Europe.

Bilo je znatnog broja članova Međunarodne romske ženske mreže (IRWN) iz Phenjalipea koji su nazočili konferenciji i održali prezentacije u vezi sa situacijom Romkinja u svojim zemljama, predsjedavali panelima i radnim skupinama i dali preporuke po temama

Predstavnici Međunarodne mreže Romkinja (IRWN) Predstavnici Phenjalipea zahvalili su na naporima Vijeća Europe u pogledu provedbe akcijskog plana za uključivanje Roma. Ipak, primijetili su da su takvi napori i dalje nedovoljni i da su potrebne daljnje akcije kako bi se postigli njegovi ciljevi.

Organizacije članice IWRN – Phenjalipe izvijestile su da se Romkinje u glavnim zemljama Europe još uvijek suočavaju s visokom razinom diskriminacije u pristupu obrazovanju, zapošljavanju, stanovanju, socijalnim i zdravstvenim uslugama, pravosudnom sustavu i donošenju odluka.

Također je primijećeno da IRWN-Phenjalipe nije pravilno uključen u planiranje, izradu i provedbu programa koje Vijeće Europe provodi u okviru Akcijskog plana za uključivanje Roma 2016.-2019., Kao što su JUSTROM, ROMACT i ROMACTED. kako bi doprinijeli njihovoj uspješnoj provedbi i također pratili učinkovitost takvih projekata.

Članovi odbora IRWN-Phenjalipe pozvali su države članice Vijeća Europe na hitne mjere kako bi:

1. nove tehnologije, potencijalne ekvalizatore digitalizacije ili prijetnje Romima i putnicima;

2. Programi i iseljavanja potaknuti anti-ciganizmom i anti-nomadizmom i njihov učinak na žene i zajednice Roma i putnika;

3. Sprečavanje i borba protiv nasilja nad ženama i Romkinjama i obiteljskim nasiljem te zaštita njihovih reproduktivnih prava;

4. prisilno uklanjanje romske i putničke djece od roditelja;

5. Mogućnosti partnerstva ili suradnje Romkinja s zajedničkim programima Vijeća Europe i EU ROMACT i ROMACTED;

6. Uloga nacionalnih tijela za ravnopravnost i EQUINET u pogledu praćenja i provedbe jednakog pristupa žena pravdi i pravima;

7. Strategija Vijeća Europe za ravnopravnost spolova 2018-2023 u odnosu na svoj strateški cilj 3: Osigurati jednak pristup žena pravdi;

8. Strategijski dokument IRWN-Phenjalipe „Sklapanje ranog braka u romskim zajednicama kao globalnog interesa“
